The Highway Technician Certification Program (HTCP) is an educational program that certifies that students have demonstrated the ability to engage in quality control or quality assurance activities in highway work contracted by the Wisconsin Department of Transportation (WisDOT). County Materials maintains a collaborative partnership with the HTCP by offering our quality control facility in Marathon, Wisconsin, to be used in the program’s lab training.
WisDOT specifies that all highway construction materials personnel be qualified through the HTCP to sample and test construction materials. This program ensures that the highest quality product is being manufactured and installed.
