“Open Competition” legislation would take important decision making out of the hands of local engineers in the selection of infrastructure projects. Engineers determine design and materials selection based on a multitude of factors including, local agency specifications, engineering designs that consider the unique characteristics of a geographic area, and other vulnerabilities. Each geographic area is different, meaning technical specifications must reflect those differences.
